I'll have to ask Ueda-san that one. But as far as I know the general public don't come into the equation. I presume everything is decided by local and regional politicians and the fishermen that bankroll their campaigns.
apparently they're just finishing what they set out to do in the first place, but ran out of funds for. It's not supposed to add more than 5-10 meters to the existing structure...but you never know...

do they let the good people of kamogawa know when they'll be doing that or does it just happen out of the blue?! who decides that it's necessary?!
